Re:  Phase XII- Sanitary Sewer Main Replacement on Abbott Avenue

On September 13, 2011, the Ocean Grove Sewerage Authority awarded a contract to D&D Trenchless Solutions to perform work on the last five blocks of Abbott Avenue.  This excavation will replace the main on Abbott Avenue from Pennsylvania Avenue to Lawrence Avenue.

This will affect all properties on Abbott Avenue.  This may also affect some properties on Lawrence Avenue and South Main Street if they are connected to the mains on Abbott Avenue.

Prior to the work being done, the contractor will video tape all properties and all existing conditions will be recorded and documented.  The contractor is only responsible to repair any damage from the result of their work.  The contractor will notify all homeowners 24 hours prior to, or on the Friday before, the week construction will commence on your block.  Construction will begin sometime in October and be completed by year-end 2011, weather permitting.  Cement work and paving will be completed in the spring of 2012.

Because they will also be replacing the laterals from the main to a new clean out at the curb.  We will need access to your property to conduct a dye test.  Please complete the attached form with a daytime contact number.  Thank you for your assistance.

If you experience a problem you must call either Matt Shafai, the Authority Engineer at 732-922-9229 or the D&D Trenchless Solutions at 732-222-6810.

                                                                        Very truly yours,

                                                                        Sharon Killgallon

The Ocean Grove Sewerage Authority's mission statement is:

 The Chairman's Statement:

"Our mission for the Ocean Grove Sewerage Authority is to provide the ultimate sewage service for the Ocean Grove residents.  Always responsive to the customers' needs in compliance with the applicable laws, rules and regulations, Ocean Grove Sewerage Authority will continue to set and exceed the standards for the protection of the environment, while operating the most efficient system and maintaining a cost effective budget.

As the mission reads, this is who and what the Authority is accountable to.  The Authority's accountability, first and foremost, is to protect the environment.  The goal is to provide a cost effective and reliable service, and at the same time to protect the environment.  This means the Authority is accountable to its customers, the agencies and people served using the same principals: cost effective, efficient, reliable and protective.

As an environmental utility, the Authority is also guided by or accountable to state government and the applicable rules and regulations that govern the Ocean Grove Sewerage Authority.  More specifically, the Authority is accountable to the Department of Community Affairs, Division of Local Government Services and the State of New Jersey Department of Environmental Protection.

As an environmental utility, the Authority is accountable to the U.S. Environmental Protection Agency.

 Governing Body

The governing body of the Ocean Grove Sewerage Authority consists of a five (5) member board that is appointed for five-year (5) terms by the Township of Neptune Committee.

 The Authority Board Members are:

Francis Paladino, Chairman

Mary Winkler, Vice Chairman

Alexander Dawson, Treasurer

Clark Cate, Secretary

Management of the Authority

The Executive Director of the Ocean Grove Sewerage Authority, Sharon Killgallon, manages the daily operations of the Authority.  She oversees one (1) part-time staff member and an annual budget for 2011 of $1,115,034.

The Authority provides sewage service to approximately 2,200 customers in Ocean Grove.  Sewer service bills are rendered quarterly based on water consumption provided by the water utility company (for operation and maintenance costs of the collection and treatment systems).  The 1st quarterly billing in January also includes the annual service charge, which is based on the customer's water meter size.

The Authority is responsible for maintaining the sewerage main.  The sewerage main is the Authority's owned piping and appurtenances, in or along public highways and streets, or along privately owned rights of way use for the transmission or for the collection of domestic sewage or industrial waste from its customers.

Lab services, such as water testing, are provided quarterly by an outside consultant.
