NOTICE TO BIDDERS -JUMPING BROOK BALL FIELD IMPROVEMENTS

Notice is hereby given that sealed bids will be received by the Mayor and Committee Members of the Township of Neptune for the project entitled "Jumping Brook Ball Field Improvements,” in the Township of Neptune, Monmouth County, NJ," at the Municipal Building at 25 Neptune Boulevard, Neptune, NJ at 10:00 a.m. prevailing time on April 22, 2014, at which time they shall be open and read aloud.

The project generally consists of the construction of a ball field and associated amenities such as fencing, bleachers, foul poles and dugouts.  The project also consists of new LED lighting for the existing parking lot and stormwater management improvements.  Lastly, the existing irrigation system is to be updated and properly zoned for the new ball field layout.

The plans, specifications and other contract documents for the proposed work, may be examined at the office of the Township Engineer during business hours at 25 Neptune Boulevard, Neptune, NJ 07753. Plans, Specifications and Proposal Sheets may be obtained during normal business hours at CME Associates, 1460 Route 9 South, Howell, New Jersey until 48 hours prior to the time set for the opening of bids upon payment of $100.00 per set.  No refunds will be made.  Checks shall be written to the order of CME Associates for each set of documents.

Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Committee of the Township of Neptune, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder.

Each bid must be accompanied by a certified check, cashier's check, or bid bond for ten percent of the amount of the bid, drawn on an incorporated bank or trust company, payable to the Township of Neptune, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check.

Bidders are required to comply with all applicable Laws and Regulations including P.L. 1975, C.127 (Affirmative Action) P.L. 1999, C.238 (Public Works Contractor Registration) and P.L. 1963, C. 150 (Prevailing Wages). The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids within such extensions of time as permitted by law.

The Mayor and Committee reserve the right to reject any and all bids, or to waive any informality of any bid.

Public Notice of the Intent of FEMA to Fund a Project – Township of Neptune

Notification is hereby given to the public of the intent of the Federal Emergency Management Agency's (FEMA) to provide Hazard Mitigation Assistance funding to the Township of Neptune, Monmouth County for the installation of a gate valves at both the east and west outfalls for the basin, upgrade the downstream drainage structures for a 25-year capacity and de-silt the basin. This project is not located within a Special Flood Hazard Area, however the basin is a lake/pond with open water and has both floodplain and wetland habitat. By providing draining down the basin pre-storm/rainfall event, high moon tide or coastal storm, will provide more capacity for the basin to hold additional water prior to leaving the basin and will therefore minimize the flooding impact to homeowners, property and infrastructure.

Under the President’s Executive Order 11988, Floodplain Management, and Executive Order 11990, Wetlands Protection, FEMA is required to review the proposed gated flood control structure and explore practicable alternative actions.  FEMA is also required to evaluate opportunities to avoid, minimize or mitigation potential impacts to floodplains or wetlands.  Public comment is invited on possible alternatives to this action, methods for potential impacts minimization, and on whether this project should be undertaken.

Wesley Lake Commission Reorganization Meeting

The reorganization meeting of the Wesley Lake Commission will meet on Tuesday, February 18, 2014 at the Neptune Township Municipal Complex, 25 Neptune Blvd,Neptune NJ 07753. The meeting takes place in room B-12 in the lower floor of the building. The meeting begins at 5:30 pm.

The originally scheduled reorganization meeting scheduled for January 21 was canceled due to inclement weather.


TOWNSHIP OF NEPTUNE SEWERAGE AUTHORITY

Notice is hereby given that the Reorganization Meeting of the Township of Neptune Sewerage Authority that was scheduled for Monday, February 3, 2014 was cancelled and has been rescheduled for Monday, February 10, 2014.

The Historic Preservation Commission of the Township of Neptune has scheduled a Special Meeting on Tuesday, February 04, 2014 at 7:00 p.m to consider the application filed by William P. Gannon III, Esq on behalf of Maplewood-Ocean Grove Assoc. Inc  for the premises identified as  4 Boardwalk (Block 1.01 Lot 3). The meeting will be held at the Neptune Municipal Complex, 25 Neptune Blvd, second Floor Twp Committee Room, Neptune, New Jersey 07753.     

The applicant seeks approval to make certain exterior repairs to the structure located on the subject property that was damaged during a storm and to perform other exterior work on and around the structure not related to storm damage.  The application includes but is not limited to work involving exterior finishes and elements, doors, windows, siding, roofing, exterior facing, screening, decks, railings, and air condenser units.     

The public is invited to attend. The application and supporting documents are on file with the office of the Historic Preservation Commission during normal business hours. POLICE - HOSTED DOCUMENT MANAGEMENT SYSTEM
 
The Township of Neptune’s Police Department is requesting proposals for a Software
Document Management System and associated Online Training System in accordance
with the specifications, proposal requirements and terms and conditions set forth in this
Request for Proposal.
 
These proposals are being solicited through a fair and open process in accordance with
N.J.S.A. 19:44A-20.4 et seq. Sealed responses to these requests are required to be
delivered to the Township of Neptune Municipal Complex, 25 Neptune Boulevard,
Neptune, New Jersey 07753 on or before 10:00 AM, Wednesday, January 29, 2014.
The envelope containing a proposal shall be plainly marked on the outside of the sealed
envelope to show the services for which the proposal is submitted, i.e. “Document
Management System, RFP #002-14” as listed above.
 
At the designated time for the receipt of proposals, in the Township Committee Meeting
Room, 2nd Floor, of the Neptune Township Municipal Complex, 25 Neptune Boulevard,
Neptune, NJ 07753, the Purchasing Agent will publicly open and read the name and
proposed fee for all the responses received.
 
Persons awarded a contract under these procedures are required to comply with the
requirements for Business Entity Disclosure Certification, Equal Employment
Opportunity Laws and Regulations, N.J.S.A.10:5-31 et seq. and N.J.A.C.17:27,
Americans With Disabilities Act of 1990, P.L. 2004 C19. “The New Jersey Local Unit
Pay-to-Play” Law (N.J.S.A. 19:44-A-20.4 et seq.), New Jersey Campaign Contributions
and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.). According to 40A:11-23,
the Township is prohibited from receiving bids on Mondays or any day directly following

form Alpha Liquors will be auctioned on January 28, 2014 at the Municipal
Building.

The license is being seized and auctioned due to non-payment of sales tax.

The owner of the license has the ability to pay in full at anytime between
now and the date and time of the auction.  If this occurs, the auction would
be cancelled.

Scoping Comment Period
 
On October 1, 2013 the Township of Neptune conducted a Scoping Hearing to obtain public input and comment regarding the potential major diversion of a portion of Block 5000, Lots 1 thru 4, 8 & 9.

The public is invited to provide written comments to the Township of Neptune, Attention: Community Programs Coordinator, 25 Neptune Boulevard, Neptune, NJ 07753, during a public comment period that will close on October 15, 2013.

Be advised the Township of Neptune will conduct a scoping hearing for a proposed major diversion of a portion of Green Acres property owned by the County of Monmouth Parks System and known as Block: 5000 Lots: 1 thru 4, 8 & 9, Old Corlies Avenue, Neptune Township, Monmouth County, NJ, consisting of approximately sixteen acres.

The site of the major diversion is located adjacent to the Township of Neptune Sewer Authority property and part of the County of Monmouth Parks System, Shark River Park Maintenance Area.

The purpose of the diversion is the creation of a Confined Disposal Field (CDF) for the temporary placement of dredge materials for the current and future dredging of the navigable channels of the Shark River Bay by the NJDEP and NJDOT.

The public is invited to attend and participate in the Scoping Hearing. In the alternative, written comments may be submitted to the Township of Neptune, Attention: Community Programs Coordinator, 25 Neptune Boulevard, Neptune, NJ 07753, during a public comment period that will close on October 15, 2013. Copies of all written comments shall also be required to be submitted to:
