FEASIBILITY STUDY PROGRAM BID/PROPOSAL #2017-0920

The Township of Neptune is soliciting proposals through the competitive contracting process in accordance with N.J.S.A. 40A:11-4.1, et seq.

Sealed proposals will be received by the Township Clerk of the Township of Neptune, New Jersey and opened and read in public in Room B-11, located on the lower level, in the Township of Neptune Municipal Complex, 25 Neptune Boulevard, Neptune New Jersey, on SEPTEMBER 20, 2017 at 10:00 A.M. for the following:

Request for Qualifications from Individuals and/or Firms Interested in Serving as Town Center Distributed Energy Resource Microgrid Feasibility Study Consultant to the Township Committee of the Township of Neptune. BID/PROPOSAL # 2017-0920.

Successful applicants will be required to comply with requirements N.J.S.A. 10:5-31, et seq. (N.J.A.C. 17:27) (Equal Employment Opportunity) and N.J.S.A. 52:32-44, et seq. (New Jersey Business Registration).

The right is reserved to reject any or all proposals if it is deemed to be in the best interest of the Township of Neptune to do so.  The Township Committee of the Township of Neptune also reserves the right to conduct interviews of any or all applicants, as it deems necessary.

REQUEST FOR PROPOSALS

Hazmat Technician Refresher Course

Leak Control and Chemical Suicide Response

 

Requirements

The Neptune Township, NJ Office of Emergency Management (OEM) has adopted the HazMatIQ response system as its risk based response decision making model for hazardous materials emergencies.  As such, all hazardous materials response training provided shall be consistent with the response principals and foundations of HazMatIQ - Above the Line / Below the Line System. 

 

·         Instructors shall be certified hazmat technicians, and have previous experience teaching the HazMatIQ response system. 

 

·         Various training levels to select specific audience of responders

 

·         Train how to evaluate physical state, hazards, initial hot zones, correct meters and PPE in minutes

 

·         Coach responders through chemical research method to verify initial set up

 

·         Prepare responders for immediate response upon arrival on a Hazardous Materials incident

 

·         Required to submit a course outline with proposal, in a format acceptable to attain Continuing Education Units from the New Jersey Department of health for Emergency Medical Technician certifications

Specifications

The Township anticipates 4 (8) hour sessions based on expected number of trainees, dates to be determined after award but prior to August 15, 2017

The training provided shall conduct 4 days of Hazmat Technician/Specialist refresher training that meets the following course agenda.

 

Day 1 Leak Control Course – 8 hours 

8 hour Hazmat technician level course that is at least 50% hands on and includes all of the following:

Review of the HazMatIQ system Hands on leak control with leak tree(s) Review of Chlorine kit application Hands on patching/plugging

Vendor to provide leak tree and plugging patching materials, and new gaskets for Chlorine A and B kits as training consumables.

 

Day 2 Chemical Suicide Training – 8 hours

8 hour technician level Training that is at least 50% hands on.   Couse shall include proper response protocols for chemical suicides involving cyanide, helium, hydrogen sulfide.  Training shall include classroom and response scenario with live chemicals.  Training will include procedures and demonstration of field neutralization and solidification of H2S mixture and decontamination procedures using electrostatic decon. 

Response scenario to include a mixture of household chemicals to produce an H2S environment including evolutions for recon, rescue, and mitigation.  

Vendor to provide at least 2 Level B suits and mil spec decon solution as training consumables for use in the response scenario.

 

Ammonia Emergency Response Course – 2 days

16 hour hazmat technician/specialist level training course on Ammonia emergencies.  Course shall be at least 50% hands on and include a live ammonia release scenario. 

Vendor to provide Ammonia cylinder or tank truck with hoses and prop to conduct release scenario. 

Vendor to provide loaner Level A training suits for use in training course.  All training consumables will become property of Neptune OEM up completion of the course.

  NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by the Mayor and Committee Members of the Township of Neptune for the project entitled “2016 Road Improvement Program”, in the Township of Neptune, Monmouth County, NJ, at the Municipal Building at 25 Neptune Boulevard, Neptune, NJ at 10:00 a.m. prevailing time on January 31, 2017 at which time they shall be open and read aloud.

Work generally consists of the hot mix asphalt mill and overlay of several roadways within the Township. Improvements include approximately ±52,000SY of HMA mill and overlay, base repair, installation of ADA accessible curb ramps including the removal and replacement of ±1,100LF of concrete curb and 440SY of concrete sidewalk, installation of storm sewer inlets, and other associated improvements. Also included in the work is the construction of a ±765SY hot mix asphalt parking lot along Neptune Boulevard. Work includes approximately ±765SY of hot mix asphalt pavement, ±334LF of concrete curb, traffic striping, and other associated improvements.

The plans, specifications and other contract documents for the proposed work, prepared by Neptune Township, 25 Neptune Boulevard, NJ, may be examined at the Department of Engineering and Planning during normal business hours, 8:00 a.m. to 4:00 p.m. Bidders may obtain one copy thereof of either paper copies of the plans and specifications or an electronic CD.

Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Committee of the Township of Neptune, ATTN: Engineering Department, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid   is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder.

Each bid must be accompanied by a certified check, cashier’s check, or bid bond for ten (10) percent of the amount of the bid, drawn on an incorporated bank or trust company, payable to the Township of Neptune, as guarantee that in case the contract is awarded to the bidder, he will, within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check.

Bidders are required to comply with all applicable Laws and Regulations including P.L. 1975, C.127 (Affirmative Action) P.L. 1999, C.238 (Public Works Contractor Registration) and P.L. 1963, C. 150 (Prevailing Wages). Bidders are required to comply with requirements of NJSA 10:5-31., NJAC17:27(Affirmative Action), and Americans with Disabilities Act of 1990 (42 USC 12101, et seq.).

The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids within such extensions of time as permitted by law.


The Mayor and Committee reserve the right to reject any and all bids, or to waive any informality of any bid.

Notice is hereby given that the following represents a summary of 2017 budget revenues and appropriations approved by the Neptune Township Fire District #2 Board of Fire Commissioners on December 8, 2016.  A public hearing on the 2017 Budget will be held on Thursday, January 12, 2017 at 7:30 p.m. at the Board of Fire Commissioners Meeting Room, 50 Olin Street, Ocean Grove.  Copies of the 2017 Budget and Capital Plan are available in the Olin Street Firehouse between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday.  The 2017 Budget and Capital Plan can also be viewed on-line on the Ocean Grove Fire District page at www.neptunetownship.org

PUBLIC NOTICE

APPROVAL OF CHANGE ORDER EXCEEDING THE 20% LIMITATION AMOUNT

 

 

NOTICE IS HEREBY GIVEN that on April 11, 2016, the Township Committee of the Township of Neptune adopted a Resolution approving a Change Order exceeding 20% of the original contract amount for the project known as: Reconstruction of the Ocean Grove Boardwalk Phase II – North End. The original contract amount of the project is $622,739.00. The additional amount to be expended is $188,795.20, which results in a revised project amount of $811,534.20.

This change order is the result of unforeseen conditions that were discovered during the construction of the project. Specifically, these conditions are 1) the discovery of a previous stone jetty under the damaged boardwalk which necessitates the need to develop alternate anchor methods for the new boardwalk; and, 2) the discovery that the existing concrete piers at the northernmost section of the project are damaged and cannot support the proposed on-grade boardwalk which necessitates the installation of helical piles between the existing concrete piers to support the boardwalk on-grade.

This notice is given in accordance with the provisions of N.J.A.C. 5:30-11.9(c)6.

AMENDMENT TO THE

NEPTUNE TOWNSHIP MASTER PLAN

ADOPTION OF AMENDMENTS TO

THE UTILITY SERVICE PLAN ELEMENT AND

THE COMMUNITY FACILITIES PLAN ELEMENT

OF THE MASTER PLAN

 

 

NOTICE IS HEREBY GIVEN that the Planning Board of the Township of Neptune will conduct a public hearing at 7:00 PM on April 27, 2016 to consider the adoption of Amendments to the Neptune Township Master Plan consisting of updates to the Utility Service Plan Element and Community Facilities Plan Element of the Master Plan pursuant to Article 3 of the New Jersey Municipal Land Use Law [N.J.S.A. 40:55D-28.b.(5) and (6)].

The public hearing will be held at the Neptune Township Municipal Building, 25 Neptune Boulevard, Neptune, New Jersey and public comment will be taken during the public hearing. Potential action taken by the Planning Board at the public hearing will be the adoption of the Utility Service Plan Element and the Community Facilities Plan Element as part of the Township’s Master Plan.

The Utility Service Plan Element establishes goals, objectives, and baseline conditions with regard to Township public utilities including potable water supply, drainage and flood control, sanitary and storm sewers, electricity and natural gas supply, solid waste disposal, and telecommunications facilities. The proposed amendment to the Utility Service Plan Element will append a Capital Improvement Plan to this element of the Township Master Plan. The Capital Improvement Plan discusses the Township’s six-year plan for expenditures on capital projects and equipment purchases and provides a schedule that identifies options for financing these expenditures.

The Community Facilities Plan Element provides a description of existing and proposed community facilities including cultural facilities, historic sites, libraries, hospitals, firehouses, police stations, schools, and other similar facilities. The amendment to this Plan Element describes how the Township’s community facilities were affected by Hurricane Sandy and the susceptibility of the Township’s community facilities to other types of natural and man-made disasters. The amendment also outlines how the Township utilizes or plans to utilize its community facilities during emergency management planning, pre-disaster preparation, and post-disaster recovery efforts.

A copy of the Utility Service Plan Element/Capital Improvement Plan and the Community Facilities Plan Element will be on file and available for public inspection at least ten (10) days prior to the date of the hearing in the office of the Administrative Officer of the Planning Board at the Neptune Township Municipal Building, 25 Neptune Boulevard, Neptune, NJ, 8:00 AM to 4:00 PM, Monday through Friday. A copy of the Utility Service Plan Element/Capital Improvement Plan and the Community Facilities Plan Element also are available on the Neptune Township website at http://neptunetownship.org/departments/land-use.

RESOLUTION ESTABLISHING REGULAR AND SPECIAL MEETING DATES OF THE
NEPTUNE TOWNSHIP RENT LEVELING BOARD AND SETTING FORTH PROCEDURES THEREFORE

 

WHEREAS, it is incumbent upon the Neptune Township Rent Leveling Board to reaffirm by annual resolution, the time and place of its regular meetings and its executive sessions to be held throughout the ensuing calendar year, as established in its adopted rules and regulations; and

WHEREAS, there was effective on January 19, 1976, throughout the State of New Jersey, the “Open Public Meetings Act” (N.J.S.A. 10:4-6 et seq) commonly referred to as the “Sunshine Law” requiring notification, publication and airing of all acts taken by the Rent Leveling Board of this municipality; and

WHEREAS, the Neptune Township Rent Leveling Board desires to implement the said act.

NOW, THEREFORE, BE IT RESOLVED, by the Neptune Township Rent Leveling Board that:

  1. Regular meetings of the Neptune Township Rent Leveling Board for the year 2016 will be held at 6:00 p.m. on the second floor in the Township Committee Chambers, Neptune Township Municipal Building, 25 Neptune Blvd., Neptune Township, New Jersey, or any other designated location on the following meeting dates:  January 7, 2016 (reorganization); February 4, 2016; March 10, 2016; April 7, 2016; May 5, 2016; June 2, 2016; July 7, 2016; August 4, 2016; September 1, 2016; October 13, 2016; November 3, 2016; December 1, 2016.

  3.  This notice shall be posted upon the public bulletin board in the main entranceway of the Township Municipal Building and shall remain so posted for at least one month.

  4.  A copy of this resolution shall be mailed by the secretary of the Rent Leveling Board or the attorney of the Rent Leveling Board to the official newspapers of the Township of Neptune and the Neptune Township Rent Leveling Board.

  5.  The secretary, on behalf of the Rent Leveling Board, shall be authorized to direct that any other necessary action be performed by the appropriate officials or employees of the Borough to fulfill the mandates of the “Open Public Meetings Act” insofar as the same is applicable to the work and activities of the Rent Leveling Board.

  6.  This notice shall be published in the official newspapers of the Township of Neptune and the Neptune Township Rent Leveling Board within (7) days from the date hereof.
